2006 Site Improvements; UPS, Portland, OR
Century west provided design services for the design of civil site improvements to UPS’ Portland South facility – a 14-acre site located in Portland’s Swan Island Industrial Area. Civil site improvements included: configuration and layout of truck staging, inspection, and parking areas, employee parking areas, repaving; the design of a stormwater infiltration facility, onsite storm sewers, and inlets; extension of water and sewer facilities for a truck wash and fuel island; and location for the truck wash, fuel island, and above-ground fuel storage tanks, and production of a Spill Prevention, Control, and Countermeasures (SPCC) Plan. A key feature of the site design was the design of stormwater facilities. Because of UPS desire to maximize to the fullest extent possible, CWEC recommended that the infiltration facility be engineered rather than designed based on a simplified approach outlined in the City’s stormwater management manual. This allowed for a design that allowed the facility size to be reduced by 50%, gaining the client an additional 1acre of usable area for their operations.
Brownfield Redevelopment – Old Mill District, Oregon River Bend Development LLC, Bend, OR
The Old Mill District
occupies approximately 250 acres in the south-central portion
of Bend, Oregon. The district is bisected by the Deschutes
River which is used for drinking water, irrigation, and
recreation both upstream and downstream of the site. The
property was originally developed by the Brooks-Scanlon Lumber
Company in 1922. Two lumber mills operated on the site for 72
years until 1994.
During a 1993 hazardous waste inspection, the DEQ identified suspected releases of hazardous substances from improper disposal of spent solvents and wood-treating sludges. Subsequent investigations revealed that subsurface soils and shallow groundwater had been contaminated by historic mill activities and the site was listed on the DEQ’s Confirmed Release List (CRL) in July 1996.
In August 1996, the River Bend Limited Partnership (RBLP) entered the district into the DEQ’s Voluntary Cleanup Program (VCP) to facilitate site cleanup, obtain a “no further action” (NFA) determination by the DEQ, and accelerate site development. On behalf of RBLP, Century West, the sole environmental consultant, completed investigations to delineate and characterize contamination in areas of environmental concern. Century West then combined remediation, risk-based evaluation, and modeling to clean up the site in a cost effective and timely manner. The remedial and risk evaluation strategies employed at the site are protective of human health and the environment, while maximizing development options.
Cooperative involvement with regulatory agency to lead to a DEQ
NFA determination for the site in January 1999, approximately
two years after the site was listed on the CRL. The close
working relationship between RBLP, the DEQ, and Century West
allowed portions of property to be fast tracked for
redevelopment, additional parcels to be evaluated
under the same
agreement, and development of the site with no restrictions on
future use of the land and groundwater.
In recognition of outstanding teamwork between RBLP and the DEQ, the Old Mill District was selected to receive a Phoenix Award in 2002. The Phoenix Awards are nationally recognized as the top award for excellence in brownfield redevelopment.
Cusick Park and Boat Ramp; Cusick, Washington
Century West
provided design and construction services for this park located
next to the Pend Oreille River. The project includes a boat
launch facility with handling docks, a parking lot, restroom,
picnic shelter, and pedestrian paths. Century West provided
full construction management services, including observation,
contract and grant management.
Deschutes Brewery Warehouse Expansion; Bend, OR
Design of site improvements
for a warehouse facility. Because of the site’s low
elevation, and the site’s proximity to two community
drinking water wells, the site stormwater facilities were
designed to limit the use and location of drywells, as well as
provide significant treatment for pollution reduction prior to
discharge. The stormwater system designed for their facility
utilized a series of treatment steps consisting of trapped
catch basins, vegetated swales, and filtration of treated
stormwater. In addition, opportunities for disposal via
infiltration from the surface were maximized. By maximizing
onsite infiltration from the ground surface, the sites need for
underground injection was reduced to a single drywell. Century
West performed all hydrological analyses, oversaw site grading
drainage design, completed the application for registration and
rule authorization of the drywell, and oversaw the remaining
plans preparation for all other site infrastructure not related
to the building.
Palouse River Pathway Project, Colfax, Washington
Century West provided
design and construction management for this 8-foot paved path
that is located on the top of the flood control dike along the
Palouse River. The project included the paved path, benches,
and trash receptacles. T he project was funded through the
Federal Highways. Century West provided plan review,
environmental documentation coordination with the Town, WSDOT,
and the public.
Spokane County Engineering Services; Spokane, Washington
Century West was selected as the County’s engineering
consultant for miscellaneous projects in 1991 for a five year
period. We provided services during that contract primarily to
the Parks, Recreation and Fair Department. Divisions of
Utilities and Engineering also utilized our services during
that time. We provided design services for parking lots, sewer
extensions, grading plans, park improvements such as
tennis/basketball courts, stormwater control facilities, street
improvements and bridge repair/reconstruction. We also provided
surveying services of park and golf course boundaries,
topographic surveys of parks and the Interstate Fairgrounds,
and construction staking services. Construction inspection and
materials testing services were provided on many of the

Spokane Interstate Fairgrounds; Spokane, Washington
Century West provided topographic surveys, sewer and water extensions and grading/drainage plans for the fairgrounds. Spokane County Parks, the fairgrounds administrator, has been expanding and upgrading the fairgrounds. Our services included the following:
Main Exhibit Building Expansion: This expansion project was for a new 40,000 sf exhibit hall to replace three older exhibit annexes. The project required the extension of 1500 lf of 12-inch water main, parking and loading dock paving, and a complete rework of the main 1200 car parking lot including stormwater control and disposal facilities to meet the County’s guidelines.
Spokane Indians Stadium: We provided grading/drainage and facilities upgrade plans for the baseball stadium field improvements.
Fairgrounds Improvements: The fairgrounds improvements included new poultry, sheep and llama exhibit buildings, a model old west town and large/small gauge railroad exhibits. Century West provided topographic surveys of the fairgrounds. We also provided sanitary sewer plans and domestic water/fire protection plans for these improvements.
Youth Building Relocation: As part of the fairgrounds improvements, the Youth Building was relocated to the fairgrounds entrance. The building was renovated to provide a new office for the expanded County office of Parks, Recreation and Fair. We provided topographic survey and utility service extension design for this project.
SR 27 to Downtown Pedestrian Path; Fairfield, Washington
Century West became
involved in this project in the planning stage. We provided a
grant application to the town for ISTEA funding. The project
was selected through the Spokane Regional Transportation
Council for funding. Century West submitted the project for TIB
matching funds. These funds were secured making the project
100% grant funded.
Century West then provided design of the project. The project included constructing a paved pedestrian pathway through the town’s park and a precast concrete bridge crossing with cast-in-place abutments and hand railing. The 6 foot wide pedestrian path and pedestrian bridge crossing Rattler’s Run Creek connects one of the town’s main arterials and State Highway 27 with the downtown business area. It is an important link for pedestrian and bicycle traffic traveling to and from the town’s northeast residential areas. Century West provided full grant administration and secured all required permits throughout the project. During construction, our firm provided contract and grant administration as well as materials testing, construction observation, and surveying.
Tekoa Pedestrian Bridge; Tekoa, Washington
Century West provided FEMA
Grant administration, design, and construction management for
this pedestrian bridge replacement. This 60-foot span foot
bridge was damaged beyond repair by flooding in 1996. Steel
members and supports were removed and replaced with new "W"
beams and cross bracing. The existing abutments were used and
the City replaced the hand railing to meet UBC requirements.
Century West assisted the City throughout the project and
acquired additional grant funds through FEMA to complete the
project.

Trail; Wilson Creek, Washington
Century West provided design and construction management for this 8-foot paved path that is located on the top of the flood control dike along Wilson Creek. The project included the paved path, interpretive signs, benches, trash receptacles, and pedestrian shelters. The project was funded through the Federal Highways. Century West provided plan review, environmental documentation coordination with the Town, WSDOT, and the public.
