Century West has conducted more than 400 airport projects since its first runway rehabilitation project at Roberts Field in Redmond, Oregon in 1975 and is one of the longest-established Northwest consulting firms serving Oregon and Washington airports.
 
The majority of our aviation planning projects have been performed at general aviation (GA) airports. Century West’s airport planning work and its staff have been recognized by the Federal Aviation Administration (FAA), Oregon and Washington Aviation Departments, airport management organizations, and airport clients for its superior master plans, airport layout plans and overall expertise in all areas of airport planning, development and operations.

2007 Pavement Rehabilitation Project; Spokane International Airport, Spokane, Washington. 

Century West provided design and construction management services for this recently completed pavement rehabilitation project. This project included a field survey of three large parking lots servicing the airport and several small road segments to determining the existing pavement condition. Based upon the condition and input from airport staff, patching, crack sealing, and asphalt fog seal or pavement replacement were identified for each project segment. Design service included plans preparation for bidding and cost estimates.
 
Construction services included limited site inspection, compaction testing, and limited construction administration for change orders, quantity and pay estimate review and general progress review.

Bend Municipal Airport - Runway Extension and Related Airport Planning Evalaution Study, Bend, OR

BendAirportRunway.jpgCentury West conducted airport planning evaluations that focused on extending the runway approximately 500 feet to accommodate larger jet aircraft. Other project issues included addressing substandard runway-parallel taxiway separations and runway safety area, and a realignment of a county road located within 200 feet of the south end of the runway. Century West also assisted the airport in site and infrastructure planning for the new Lancair aircraft manufacturing facility. On the basis of the technical evaluation, the FAA approved the preferred alternative that included replacing the current 5,000-foot runway with a new 5,500-foot runway. FAA has supported programming funding for subsequent environmental study and construction. The first phase of the project involving realignment of a county road has been completed; subsequent phases to be completed as funding becomes available. The 2002 planning project supplemented the 1994 airport master plan.

Century West provided design services for a new 4,200’ parallel taxiway for Runway 4-22 at Boardman Airport. The work consisted of pavement construction, drainage improvements, and pavement underdrains.

Boardman Airport, Runway Reconstruction Project, Boardman, OR

Century West provided design and construction services for a 4,200’ runway reconstruction project. The work consisted of reconstruction of the existing runway, drainage improvements, pavement underdrains and relocation of the runway edge lights.

Chiloquin State Airport, Access Road Construction, Chiloquin, OR

Century West provided design and construction services for a new 2500’ access road at the Chiloquin State Airport. The new access road improves access to existing hangars at the airport. A careful evaluation of the roadway alignment was conducted to avoid the disturbance of cultural artifacts in the project area.

Chiloquin State Airport, Taxiway Construction, Chiloquin, OR

Century West provided design and construction services for a new taxiway and taxilanes. The new taxiways provide access to allow for future hangar development at the airport.

Davenport Airport, Airport Improvements Project, Davenport, OR

Century West provided design, grant applications, and full construction period observation services for this airport improvement project funded by the FAA, State Aviation, and the City of Davenport monies. The project included constructing a new aircraft tie-down apron and taxiway, and relocating the runway threshold with new lights and striping. The project was 90% funded by FAA, AIP grant, and therefore met all federal requirements. Century West provided plans, specifications, cost estimate, and DBE plan during design and construction observation, QA and QC during construction period of the project.

Davenport PAPI/Lighting Controls; Davenport Washington

Century West provided design services to install PAPI units and lighting radio control panel for the Davenport Airport. We provided a design level survey of the area planned for the lighting controls and PAPIs. This included location and elevation data for existing ground and improvements found within the adjacent to the planned electrical improvements. Century West also assisted the City of Davenport with obtaining quotes, issuing addenda and responding to bidders’ inquires. Our firm will also provide construction management services.

Florence Municipal Airport, Access Road and Taxilane Construction Project, Florence, OR

Century West provided design and construction services for a new access road and two new taxilanes at the Florence Municipal Airport. The access road and taxi lanes will serve new airport tenants in the north hangar area at the airport.

Florence Municipal Airport, Airport Fence Construction and Exhibit A Update, Florence, OR

Century West is providing design and construction services for the construction of airport perimeter fencing. The new fence will enhance airport security and discourage wildlife incursions. As part of the project, the airport’s Exhibit A (airport property map) was also updated.

Florence Municipal Airport, Automated Weather Observation System construction, Florence, OR

Century West provided design and construction services for a new AWOS at the Florence Municipal Airport. The new AWOS III-P provides current weather condition information at the airport. Century West staff also completed the most recent Master Plan/Airport Layout Plan updates for this airport.

Florence Municipal Airport, Obstruction Removal Project, Florence, OR

Century West provided design and construction services for the removal of a terrain obstruction (a sand dune) on the north end of the airport’s runway. The work included the removal of approximately 360,000 cubic yards of sand, site grading, sand stabilization, and environmental review work. Removal of the sand dune obstruction eliminated the displaced threshold on the north end of Runway 15-33.

Florence Municipal Airport, Taxilane Construction Project, Florence, OR

Century West provided design and construction services for a new taxilane at the Florence Municipal Airport. The taxilane will serve new airport tenants in the north hangar area at the airport.

Hillsboro Airport, Taxiway C Extension; Hillsboro, Oregon

Century West is currently under contract to provide design services for the extension of Taxiway C at the Hillsboro Airport. Project consists of Taxiway layout, profile development, grading and drainage improvements, construction in a wetland area, and coordination with agencies for permitting and development.

Independence State Airport, Access Road, Taxiway, Fence and Apron Construction, Independence, OR

Century West provided design and construction services for a new access road, taxiway, airport fencing and aircraft parking apron construction.

Independence State Airport, Water Line Design and Construction (Non-FAA Project), Independence, OR

Century West provided design and construction services for new waterlines at Independence State Airport. The new 10-inch waterline and fire hydrant system brings the airport in compliance with the local fire code and will enable the development of hangar spaces at the airport. Extensive coordination was required with the City of Independence and the Polk County Fire Marshall.

Jordan Valley Airport Site Selection Study, Master Plan, Airport Layout Plan, Jordan Valley, OR

Century West conducted a multi-phase airport planning project that consisted of an airport site selection study, airport master plan and airport layout plan for the development of a new airport in southeastern Oregon. The project required coordination with FAA to ensure NPIAS status for the new airport and eligibility of development projects under the Airport Improvement Program (AIP). The project was conducted in phases, beginning with the initial identification of eight potential airport sites, site feasibility evaluations, and ultimately, preparation of the master plan and airport layout plan drawings for the selected site. Summer 2001 (site selection) - Spring 2004 (final property appraisal/acquisition phase).

Joseph State Airport, Fuel Apron Construction Project (Non-FAA Project), Joseph, OR

JosephFuelApronConstruction.jpgCentury West provided engineering design services for a new fueling apron at the Joseph State Airport. Work items included design of Portland cement concrete and asphaltic concrete aprons, site grading and drainage work, and a concrete fuel containment structure. The apron is located within the watershed for the city of Enterprise. Extensive coordination with the city, the state fire marshal’s office, and DEQ, was needed to ensure protection of the city’s drinking water source.

 

Joseph State Airport, Parallel Taxiway, Fence and Navaids Project, Joseph, OR

Century West provided design and construction services for a 5200’ parallel taxiway at the Joseph State Airport. In addition to the taxiway, the project included airport fencing and a PAPI and REIL units.

Ken Jernstedt Airfield, Automated Weather Observation System Construction, Hood River, OR

Century West provided design and construction services for a new AWOS-III at the port of Hood River owned airport. The new AWOS system provides current weather condition information at the airport.

Lexington Airport, 2006 Airport Improvements, Lexington, OR

Century West is providing design and construction services for a wide variety of improvements at Lexington Airport. The work includes a new parallel taxiway, reconstruction of an existing taxiway, construction of a third access taxiway, hangar apron construction, and a concrete agricultural loading ramp. A majority of the work is being construction on force account by the Morrow County Road Department, with a hired contactor to do the paving work.

Madras Airport, Taxi Lane Construction Project, Madras, OR

Century West provided design and construction of three new taxi lanes at the Madras Airport. The taxi lanes serve airport tenants in the north hangar area.

Century West provided design and construction management services for rehabilitation of a 3600’ x 35’ taxiway at the Madras Airport. Extensive cracking in the old taxiway pavement required its removal. Several rehabilitation options were evaluated. To keep the project within its budget, the pavement was pulverized and revised as base material and a new asphaltic concrete wearing surface was constructed.

McDermitt State Airport, Runway Rehabilitation, McDermitt, OR

Century West provided engineering design and construction services for the rehabilitation of a 5800’ x 60’ runway, and connecting taxiways. Extensive thermal cracking in the old runway pavement required its removal. Several rehabilitation alternatives were evaluated. To keep the project within its budget, the old pavement was removed and a 3 course bituminous surface treatment was constructed.

McMinnville Municipal Airport, PCC Apron Construction, McMinnville, OR McMinnvillePCC_Apron.jpg

Century West provided design services for construction of a new 300' x 300' concrete apron next to the airport’s FBO office. The apron provides additional parking space for business jets and heavier aircraft that frequent the airport. The project included pavement design and drainage improvements.

McMinnville Airport, RW 17-35 Reconstruction and Taxiways Construction-Environmental Services; McMinnville, Oregon

Century West conducted environmental services for the reconstruction of Runway 17-35, construction of a new parallel taxiway, and the construction of other airfield taxiways. Key environmental considerations included wetlands determinations, cultural (tribal) resources, endangered species review, and storm water impacts. A key component was the determination of environmental impacts associated with a 50’ wide drainage swale crossing that connects to the South Yamhill River. Options for this crossing included a traditional culvert crossing or a bridge crossing. Century West was responsible for all agency coordination and documentation of all impact categories.

McMinnville Airport, RW 17-35 Reconstruction and Taxiways Construction-Engineering Services; McMinnville, Oregon

Century West is conducting engineering services for the reconstruction of Runway 17-35, construction of a new parallel taxiway, and the construction of other airfield taxiways. A key design element is the crossing of a 50’ wide drainage swale. Options to be investigated include a traditional culvert crossing and a bridge crossing. Other design elements include a pavement underdrain system and new storm drainage infrastructure. The estimated cost of the improvements is $4.5 million. Services include design, bidding and construction management services.

McMinnville Municipal Airport, Safety Area and Taxiway Project, McMinnviMcMinnvilleTaxiway.jpglle, OR

Century West provided engineering services for the design of a new parallel taxiway, safety area improvements and relocation of the airport’s segmented circle and wind cone. The improvements will bring the airport’s safety area into compliance with current FAA requirements and will provide a parallel taxiway capable of supporting increasingly heavier aircraft wheel loads.

McMinnville Municipal Airport, Tree Removal, McMinnville, OR

Century West provided engineering services for extensive tree and obstruction removal within the RPZ of Runway 4-22. Removal of the trees increased the level of safety for both runway approaches. Extensive coordination was required with local planning and environmental agencies and the Oregon Department of Transportation. The project included surveying, an environmental review, and preparation of bidding documents.

Multiple Airport Layout Plans; Washington Department of Transportation - Aviation Division

Century West Engineering was selected by the Aviation Division to conduct Phase 2 of their multiple ALP/Master Plan WsdotMain.jpgproject for six airports (see below). All projects are being developed based on technical standards and guidance for airport master plans and airport layout plans established by the FAA. Project elements included inventory, 20-year aviation activity forecasts, facility requirements, environmental and land use review, financial planning, and airport layout plan drawing sets.

The airports included in this contract had airport master plans and airport layout plans that were prepared by others in the early to mid-1990s. These planning documents had become obsolete due to age and the airports themselves required higher quality airport planning to meet current and future needs. Included among the planning evaluations were runway extensions, crosswind WsdotMain2.jpgrunway evaluations, parallel taxiway construction options, aircraft fueling, hangar development, access roads, non-aviation uses of airport lands, airspace penetrations, property acquisition and instrument approach development. Detailed financial evaluations were prepared that included development costs, project funding eligibility assessments, and the availability of local matching funds.

The six projects had staggered starting dates, with kickoff meetings conducted during fall 2005 and winter 2006; the projects are scheduled for completion by summer and early fall 2007. A seventh airport (Methow State) was recently added to our contract by WSDOT, with work to begin in spring 2007 and WsdotMain3.jpgcompleted by early 2008.

Myrtle Creek Municipal Airport, Airport Lighting and Electrical Improvements, Myrtle Creek, OR

Century West provided engineering design and construction period services for lighting and electrical improvements. Work items included a new MIRL system, a REIL and a PAPI for Runway 3, lighted and non-lighted guidance signals and a new rotating beacon and beacon tower.

Each of the ALP/master plan projects were developed based on FAA technical requirements and were reviewed and approved by the FAA’s Seattle Airport District Office (ADO). In addition to providing airport facility planning, our team assisted the airport sponsors in the evaluation of a variety of issues including airport rates and fees, FBO operations, hangar development programs, land and economic development, and instrument approach development.

Oregon GPS Study

Century West prepared a statewide study of Oregon’s general aviation airport instrument approach needs. The assessment included an evaluation of potential GPS instrument approach options, overall system requirements and development of a prioritization model for conducting subsequent field surveying and approach procedure development. The project involved extensive coordination with the FAA Seattle Airports District Office (ADO), Flight Procedures Office (FPO) and Flight Standards in the development of acceptable criteria for instrument approach development in accordance with FAA Order 8260 (TERPS), FAR Part 77 and FAA No. 405 (Standards for Aeronautical Surveys). The second phase of the project involved updating airport layout plans (ALP) and associated documents to reflect planned upgrade in airport instrument approach capabilities for several individual airports. The project served as a pilot program to define standards and create procedures for surveying general aviation airports for new GPS approaches. (Summer 2001-Spring 2004)

Pearson Field, Airport Business Plan, City of Vancouver, WA.

In 2004, Century West Engineering prepared an Airport Business Plan for Pearson Field, a general aviation airport with 175 based aircraft, located in downtown Vancouver, Washington. The Business Plan included financial and operational evaluations and a market assessment of developable airport lands, with the overall goal of making specific recommendations to increase airport operating revenues and reduce expenses. The project was conducted at the direction of the Vancouver City Council to assess current and projected performance in meeting the City’s stated policy of operating the airport on a self-sustaining basis. (February 2004-June 2004)

Portland-Hillsboro Airport – FAA Environmental Assessment (EA), Hillsboro, OR

Century West led a large consultant team in the development of an FAA-funded NEPA environmental assessment (EA) for a $15 million runway improvement project at Hillsboro Airport. The EA addressed reconfiguration (longitudinal shifting coupled with extension) of the 6,600-foot precision instrument runway, relocation of an existing approach lighting system, extensive runway safety area (RSA) improvements, relocation of an existing county road outside the RSA, and wetland fill within the RSA. The FAA project manager, Cayla Morgan, described the Hillsboro project as “one of the most complicated EAs that we have done for a runway safety area on an airport the size of Hillsboro.” The $230,000 project was completed in 9 months and received a ‘FONSI’ from the FAA without significant revision. At the outset of the EA project, the Century West team assisted the Port in concluding what had been a very long, unresolved process of alternatives evaluation that included an airport master plan update and subsequent Port evaluations of available runway and road configuration options, but had not yet resulted in selection of the final preferred alternative. Although highly unusual, the Port simultaneously initiated project design elements for the runway improvements and roadway alignments through a complex arrangement of inter-governmental agreements, as the Century West EA team effectively navigated the FAA’s NEPA process.

Portland International Airport (PDX), Portland, OR

Century West Engineering and the Port of Portland have had a working relationship on aviation projects for over 18 years. Portland International Airport Master Plan, Portland, OR

Airport master plan update (1998) for Oregon’s largest commercial service airport. As a member of a large consultant team, project responsibilities included evaluation and financial assessment of airfield facilities (runways, taxiways, aprons), airport roadways, and utilities.

Century West provided engineering services for the design support for the $4.5 million reconstruction of the air carrier runway. The engineering support provided by Century West enabled the Port of Portland to maintain a tight project schedule and budget. Products included utility adjustment plans, grading plans, construction phasing plans, and paving details.

Portland International Airport, Runway and Taxiway Improvements, Portland, OR

Century West provided engineering design support for the Port of Portland’s largest paving rehabilitation project ever undertaken. This $11 million project improved Runway 3-21 and taxiway B, E and F. Century West design efforts included preparation of plan and profile drawings, intersection paving and grading plans, and drainage and profile plans.

Portland International Airport, Taxiway J, Horizon Ramp Phase I, Portland, OR

PDXTaxiwayJ.jpgCentury West provided engineering services for the design and construction of an 8-acre aircraft ramp to serve Horizon Air’s new operations and maintenance hangar. The ramp design consisted of 6 acres of Portland cement concrete pavement and 2 acres of asphalt concrete pavement. The project included a new storm drainage system, service road design, a pavement sub drain system, conversion of a sanitary sewer force main to a gravity sewer, encasement of existing telephone duct banks and had a construction cost of approximately $2.5 million. The ramp design was concurrent with Horizon’s new facility design and required coordination with the Horizon design/build team to finalize design grades, ramp slopes, construction, and fencing limits, demolition of existing utilities and construction limits.

Portland International Airport, Taxiway J, Horizon Ramp Phase II, Portland, OR

Century West provided engineering services for the design and construction of a 1-acre addition to Horizon Air’s operation and maintenance facility. The design consisted of 1-acre of Portland Cement concrete pavement. The project included new storm drains, security fencing, area lighting, and pavement sub drains.

Portland International Airport Terminal, Central Apron, Portland, OR

Century West provided engineering services for the design and construction of a 3.5-acre aircraft ramp to serve the airport’s central terminal area. The design consisted of 3.5-acres of Portland Cement concrete pavement. The approximately $5 million construction project included a new storm drainage system, and glycol recovery collection system.

Portland-Mulino Airport, Fuel Apron Construction- (Non-FAA Project), Mulino OR

Century West provided design and construction services for the construction of a fueling apron at the Port of Portland’s Mulino Airport. This non-FAA funded project consisted of a 100’x40’ concrete fueling pad, a drainage system with an oil-water separator and apron lighting.

Portland-Troutdale Airport - Airport Master Plan Update, Troutdale, OR

Century West Engineering was a major airport-planning subconsultant on the team that conducted a major update of the airport’s 1988 master plan for the Port of Portland. The primary issues addressed in the plan included evaluating airfield pavement needs and priorities, hangar development, increased business related aviation development needs, and development of adjacent industrial lands. David Miller led Century West’s involvement in the project and had primary responsibility for developing new aviation activity forecasts, airport facility requirements analyses, formulation, and evaluation of airport development alternatives and preparation of the airport’s 20-year capital improvement program (CIP).

Portland-Troutdale Airport, Taxiway B Relocation- Environmental and Engineering Services; Troutdale, Oregon

Century West is working with the Port of Portland to design the relocation of Troutdale Airport’s South Parallel Taxiway, Taxiway B. The 5400’ x 35’ wide taxiway will be relocated to provide proper separation from Runway 7-25. The project includes the construction of a PAPI for the Runway 25 approach, reconstruction of Taxiway B (5,400’ x 35’), reconstruction of 7 connector taxiways, demolition of four buildings, abandoning of an existing well, site grading, and drainage improvements. Century West is responsible for environmental work, preparing plans, specifications, and cost estimates for the project.

Prineville Airport, Parallel Taxiway Construction and Existing Taxiway Rehabilitation, Prineville, OR

Century West provided design and construction services for a new 5,000’ parallel taxiway and the reconstruction of a 3,000’ existing taxiway. The work consisted of pavement and base construction, obstruction grading/removal, drainage improvements, pavement underdrains, guidance signs, and taxiway reflectors.

Airport Master Plan Update –Sanderson Field (Port of Shelton), Shelton, WA

Port_Shelton_Sign.jpgCentury West Engineering was selected in March 2007 by the Port of Shelton to conduct a comprehensive update of the 1997 airport master plan for Sanderson Field. The project team includes David Evans and Associates, who is also included on our proposed team for the Pangborn Memorial Airport project. The master plan project is currently in scope development, with an anticipated start date of early summer and a 12-month schedule. Major project issues to be addressed in the master plan update include runway extension evaluations, parallel taxiway evaluations, changes in surface access, and redevelopment of significant portions of the airport.

Century West Engineering was selected to conduct a comprehensive update of the 1995 airport master plan for the large general aviation airport in Skagit County. The primary issues addressed in the master plan update involved airside facility improvements, including runway extension evaluations and new runway construction, landside improvements, airspace planning for an instrument approach upgrade, financial planning, land development evaluations, and integrating extensive wetland-related development constraints into the master plan preferred development alternative. The airport planning work was done jointly with David Evans and Associates.

During the master plan project, the Port requested additional technical assistance from Century West involving several specialized project assignments: Airport Security Plan; Aircraft Fuel Facility Feasibility Study; and development of a “Fly-Friendly” brochure for pilots. The relationship between Century West and the Port of Skagit has continued after the master plan work was completed and currently includes providing technical assistance in the ongoing Port and FAA coordination on a major airfield development project and site planning for new FBO facilities. 

Willard Field Airport Layout Plan; Tekoa Washington

Century West provided consulting services for grant applications and prepared an airport layout plan for Willard Field for the City of Tekoa, Washington. This project was 95% funded by a Washington State Department of Transportation Aviation Division Airport Improvement Project Grant and 5% by City of Tekoa monies. The project consisted of writing a narrative report that summarized the existing conditions at Willard Field and improvements necessary to meet FAA standards as well as proposed improvements for airport growth and development, an Airport Layout Plan drawing set which included a graphical depiction of these improvements, and creating a capital improvement project plan for improvements to the airport.
