12th Avenue Sidewalk Project; Airway Heights, WA

Century West Engineering provided design, bidding assistance, construction management and agency reimbursement services to the City of Airway Heights for this project that consisted of approximately 650’ of new sidewalk, curb and gutter. Century West coordinated with city staff to prepare conceptual, preliminary and final plans and specifications for council approval. Century West provided field services for the design of this project as well as full grant administration services as this project was funded through the Washington State TIB.

Century West provided design engineering and is currently performing construction management and inspection services for this $900,000 street improvement project for the Town of Wilson Creek in central Washington. Improvements included reconstruction of 0.5 miles of roadway and widening and overlaying 0.7 miles of roadway along the main arterial through town. The project involved replacing existing sidewalks and curbs, constructing new sidewalks and curbs, and installing new streetlights, sidewalk trees, pedestrian benches, and stormwater facilities. Century West has provided full time construction inspection, prepared pay estimates, change orders and all other documentation to manage the contract with the construction contractor. The project was funded through state funding from the Transportation Improvement Board, Pavement Preservation Funds, Strategic Infrastructure Program, and Town funds. Century West provided full grant administration for the project.

4th/Spokane/8th St. Improvement Project; Town of Lamont, Washington. 

Century West provided design and construction management services for this road improvement project. The project reconstructed eight blocks of gravel road with new asphalt pavement, curb and gutter, and sidewalk through the center of town. The project constructed new sidewalks, curbs, asphalt pavement and stormwater facilities. Century West provided full TIB grant administration for this project.

5th Street, Adams, 1st and 2nd Street Reconstruction Project; Davenport, WA

5thStreet_AdamsReconstruction.jpgDesign services, public awareness program, grant administration services, and construction management was provided to the City on this street reconstruction project. Century West conducted meetings to discuss alternatives regarding alignment, roadway features, and drainage plans prior to finalization of the contract documents. Century West also performed a geotech investigation; and conducted a field survey to determine the physical layout horizontally and vertically of the existing roadway. The drainage design portion took into consideration the 10-year and 50-year storm. Century West also provided full time construction inspection, preparing pay estimates, change orders, and all other documentation to manage the contract with the construction contractor. The project was funded through state funding from Transportation Improvement Board. We provided full grant administration for the project.

8th Ave Reconstruction, Construction Management; Spokane Valley, WA

The City of Spokane Valley contracted with Century West to provide construction management services for the reconstruction of pavement on 8th Avenue between Farr Road and University Avenue. Services provided included construction inspection, compaction testing of subgrade, base rock and AC pavement, materials submittal review, consultation with the City on pay estimates, requests for information and change orders, preparation of pay estimates and change orders. Century West also conducted construction closeout procedures which included preparation of punch list items in conjunction with City staff, conducting the final inspection and recommending acceptance of the project to the City.

The City of Spokane Valley contracted with Century West to provided construction management services for the reconstruction of pavement on Argonne Road between Indiana Avenue and Montgomery Avenue. Services provided included construction inspection, compaction testing of subgrade, base rock and AC pavement, materials submittal review, consultation with the City on pay estimates, requests for information and change orders, maintaining records per WSDOT requirements, preparation of pay estimates and change orders. Century West also conducted construction closeout procedures, which included preparation of punch list items in conjunction with City staff.

Aspen/Spokane/Cedar Street Improvements Project; Reardan, WA AspenSpokaneCedarStreet.jpg

This road improvement project included reconstructing four blocks of road and sidewalk surrounding the local school K-12 campus. The route serves as the main feeder for traffic traveling to and from the local school campus. The existing sidewalks were in poor condition and in places unusable. The parking areas were poorly defined which created conflicts with surrounding residents during large events at the campus that generated significant demand for parking spaces. New sidewalks and defined paved gravel parking areas were constructed. New stormwater facilities were developed to dispose of runoff from the area. The scope of the project improvements was developed in a traffic plan for the school campus. Century West provided full grant administration for this TIB funded project.

Coal Creek Road Reconstruction Project; Harrington, WA

Public awareness meetings were held to discuss alternatives and citizens' concerns, and prepare plan and profile drawings and contract documents. During construction we provided full construction management and grant administration for the project. Included in the project was reconstruction of 1/2 mile of road with curbs, sidewalks, and storm drainage facilities. The project was 100% funded by TEA-21 and TIB grants.

Gaarde Street Improvements – Phase I; City of Tigard, OR

GaardeStreetTransportation.jpgAs part of the storm water quality improvements for this newly constructed street for the City of Tigard, a passive flow-through stormwater filtration system was installed. The manufactured system known as StormFilter uses rechargeable cartridges filled with media in a precast concrete vault to remove sediments, phosphorus, soluble metals and oil & grease. The facility was constructed to provide water quality improvements downstream of an oversized pipe and sumped manhole with an orificed outlet pipe. The pipe was used to detain post constructed flows to insure they were no greater than the preconstructed conditions during predetermined storm events. The work involved sizing the pipe, orifices and StormFilter vault to insure sufficient residence time was possible to attain the desired treatment results.

McFarlane Road; Airway Heights, WA

Century West provided design and construction management services for a 2 mile section of McFarlane Road from Craig Road to Hayford Road. The project was funded through the Federal TEA-21 and TIB funding programs. Century West provided the grant application, geotechnical analysis, preliminary design, and final design on the project.

Montgomery Street (SR 195) Enhancements; Town of Uniontown, WA

TicknorStreetReconstruction.jpgCentury West provided full design services for this ISTEA/TIB funded street enhancement project. The project included reconstructing 5 town blocks of concrete sidewalk, streetscaping, benches, and signage. The project bid with a WSDOT highway overlay project, requiring close coordination with the Department of Transportation and a fast-track design. Century West presented the design and alternative improvements in public participation meetings. We worked closely with the Town to secure additional funding for the project and meet the expectations of the citizens of Uniontown. The new sidewalks adjoin business buildings in two of the downtown blocks. This required careful consideration of construction methods and coordination with local business owners to reduce impacts to pedestrian travel.

Morgan Street Enhancement Project; Davenport, WA MorganStreetEnchancement.jpg

Design services, public awareness program, grant administration services, and construction management were provided to the City for the Morgan Street Project. The project included replacement of sidewalk from Fourth Street to Eighth Street along the north side of Morgan and from Harker to Seventh along the south side. This stretch of Morgan Street is the main business district and Highway U.S. 2 through the City. The City's concerns for the project included improving sidewalk drainage to reduce or eliminate flooding of businesses; improving handicap accessible routes through the City, and refurbishing the streetlights along the corridor.

Northside Paving Project, Airway Heights, WA

Century West provided design and construction management services for improvements to approximately 3 miles of collector arterial and local access roads serving the main residential area of the City. The project converted gravel roads to a mix of 40-foot-wide and 30-foot-wide paved city streets, alleviating many complaints about dusty conditions. The project also included minor improvements to existing drainage facilities, driveway approaches, and the roadway profile.

Park Avenue Road Improvements; Salem, OR

ParkAveRoadTransportation.jpgThe Park Avenue Improvements project was included with other school safety improvement projects; the design included the addition of bike lanes and sidewalks for the full length of the street. Both ends of the project were widened to include left hand turn lanes, and the intersection at the north end of the project was redesigned to reduce an existing 26 foot offset through the intersection. The existing right-of-way for the project was 40 which required right-of-way acquisition for the entire length of the project.

Century West completed the Long Term Parking Lot Improvements Project for the Port of Portland, which was constructed in the summer of 2005. The design included improvements to the bus lane, the removal of a building slab for additional parking area, relocation of gate operators, new lighting, and a slurry seal for the entire lot. The construction phasing was a critical element to the project. The design team worked closely with the Port to incorporate phasing considerations into the plan set.

Railroad Avenue/Governor Moore Reconstruction Project: Fairfield, WA

Century West provided a successful grant application for this TEA-21 and TIB funded street project. We conducted a public awareness program, assisted with grant administration, and provided both design and construction management services. This 6-block project included reconstructing the new road to various widths, and construction of new curbs, sidewalks, and storm sewers. We also designed and managed the construction of a 370-foot long water main replacement project, in conjunction with the road project. The water main replacement was funded by the Town.

Century West provided design engineering for this $2 million project for the City of Spokane. The project involves removal and reconstruction of existing pavement, and widening for an additional lane on 11-blocks of this three and four-lane South Hill arterial. Our scope of work also included drainage design, right-of-way acquisition services, and a public participation program.

Savage Road Improvements; Salem, OR 

The Savage Road improvements were part of a number of projects intended to improve SavageRoadTransportation.jpgsafety around schools. The project included complete reconstruction and widening of an existing 24 foot wide City street to a new 34 foot wide curbed section with two travel lanes, two bicycle lanes and sidewalks on both sides. Both ends of the project were widened to 44 feet to accommodate left hand turn lanes with a new traffic signal on the north end of the project. Public involvement was generated on this project from the local neighborhood association via two design review meetings to receive input and modify the drawings accordingly. In addition the design team coordinated with the Salem School District and individual property owners along the street, when necessary, to discuss impacts and develop a design that fit with the needs of the property owners and the proposed improvements. The project included replacement of 2,400 feet of storm sewer and 700 feet of waterline. The project has an estimated construction cost of approximately $1.1 million.

School Loop Conceptual Traffic Plan; Reardan, WA

The traffic plan involved evaluating vehicle and pedestrian traffic patterns surrounding the local K-12 school campus. The existing roadway and sidewalk were in poor condition with poorly defined pedestrian travel routes and parking areas. Century West met with Town and School District staff to identify issues and concerns that needed to be addressed as part of any improvements. Alternatives were developed for improving vehicle and pedestrian traffic flows and improving event parking for the campus. A preferred improvement plan was developed with a list of potential funding sources from federal, state, and local agencies. Long term improvement goals were identified for expanding the Town‘s sidewalk system for pedestrians. The traffic plan was used as a springboard to jump into the design of the roadway improvement that was funded by a separate TIB grant. The traffic plan was funded by a grant through QUADCO, the Town’s regional transportation planning organization (RTPO).  

Spokane/Oak Street Improvements; Reardan, WA

Century West provided design and construction management services for this road improvement project. The project consisted of reconstructing two blocks of road and sidewalk adjacent to the Town Park, Library, and Central Business District. New stormwater facilities were constructed to eliminate ponding of runoff. Century West provided full grant administration for this TEA-21/TIB funded project and full construction management services.

SR 274 Sidewalk Replacement, Tekoa, WA

Century West provided design services for the replacement of approximately 500 feet of sidewalk along State Route 274, which included preparing plans, specifications, and estimates. This project was constructed in the summer of 2007 and assistance with bidding and construction management was provided.

Third Street Reconstruction Project; Davenport, WA

ThirdStreetReconstruction.jpgCentury West provided design and grant administration for approximately one mile of Third Street from SR 2 to the south City limits. The project was funded through TEA-21 and TIB. The project included reconstruction of the roadway with new base and asphalt paving, new curbs, sidewalks and drainage facilities. A ditch that was adjacent to the roadway was eliminated by installing a large elliptical corrugated pipe. This greatly improved safety for both vehicles and pedestrians. A new concrete pedestrian bridge was installed across a stream and concrete retaining walls were built along one portion of the new road to prevent encroachment into the stream channel. Hand railing was installed on the bridge and retaining walls to eliminate potential safety hazard to pedestrians. A new concrete railroad crossing was also installed which provides a smooth durable road surface across the tracks. Challenges incurred during the project included conflicts with utilities and soft, unstable subgrade soil. These issues were resolved quickly during construction and the project was completed on time and below the allocated budget.

Century West provided design services, grant administration, and construction management for this TEA -21 Enhancement funded project. The project included replacing 3,450 linear feet of sidewalk, with widths ranging 5 to 10 feet wide, and 1,620 linear feet of curb, installation of decorative street lights with underground power, and pavement overlay in parking lanes in the business district. Century West conducted public meetings and workshops to obtain resident and business owner input. The project was funded from TEA-21 and TIB grants. Century West provided grant documentation and reimbursement requests required by TIB and WSDOT. 

Ticknor Street Reconstruction Project; Fairfield, WA 

Century West provided design services for the improvements to Ticknor Street. Improvements included upgrades to the stormwater system, concrete curb, concrete sidewalk, and reconstruction of the driving surface. Century West provided construction services for the project. 

Warren / Leslie Streets Sidewalk Project; Tekoa, WA

Century West provided design, bidding assistance, and construction management for this project that consisted of 607 feet of new sidewalk, reconstructing 110 feet of existing sidewalk, and 255 feet of modular concrete block retaining wall. Century West attended meetings to present and discuss plans regarding conceptual alternatives regarding sidewalk alignment features, and to present final plans and specifications for Council approval. Subsurface utilities and structures information and soil sampling tests data were incorporated into the bid documents. Century conducted a field survey to determine the physical layout of the existing roadway. We provided full grant administration; the project was funded through the Washington State Transportation Improvement Board.

Washington Street Improvement Project; Davenport, WA

Century West provided design services for this street reconstruction project funded by ISTEA and TIB. The project included a 38' wide paved street with curb and gutters, sidewalk and storm drainage. One key concern on the project was safety for children walking to and from school, as there is a grade school located at one end of the project. Century West worked closely with the City and local residents through a public awareness program to ensure that the local residents' concerns were addressed. Century West also provided construction management services for the project, including grant administration, surveying, quality control, and materials testing.

Will D. Alton Lane Reconstruction Project; Spokane Airports, WA

Century West provided design and construction management services for improvements to approximately .25 mile of road serving the Spokane Airport. The design considered utility research, geotech investigations, field surveys, and drainage design. Century West also provided construction management services, which include technical interpretations, weekly construction meetings, material submittals, change orders, material testing, and on-site construction observation.
